WTO chair admits that it needs to transform how it engages with trade and climate

The WTO’s Deputy Director-General Jean-Marie Paugam has acknowledged the need for the organisation to rethink its approach to trade, global commitments and climate change. In a speech delivered at the Trade Horizons Conference, Paugam lauded collaboration between countries whilst recognising that environmental issues have long been neglected in trade negotiations. “The environment was mostly considered if it could help promote further trade liberalisation, such as through the elimination of tariffs and restrictions on the trade of green goods and services,” said Paugam, noting that climate-related disasters have a significant impact on global trade infrastructure. With ongoing discussions on a global treaty against plastic pollution, reforming fossil fuel subsidies and connecting trade to sustainable development, the WTO has the opportunity to create a roadmap for the future that connects trade, development and the environment. Paugam urged WTO member states to work together and create new trade commitments and global partnerships to secure trade, promote sustainable development and protect the environment.
