Just Transition and Global Stocktake are COP Presidential Priorities

Brazilian diplomats presiding over the COP30 in November are hoping for an “early harvest” at mid-year climate negotiations in Bonn, aiming to secure agreements on unresolved issues from last year’s COP29. Brazil’s lead climate diplomat Liliam Chagas told reporters she is seeking “real advances in the Bonn sessions” on the Just Transition Work Programme (JTWP) and the 2023 Global Stocktake (GST) of government climate action, so that decisions to move them forward can be approved at COP30. At COP29 in Baku, governments were split over what aspects of fairness the JTWP should tackle and the inclusion of finance, including transitioning away from fossil fuels in texts and how to take the GST forward.

A key issue is the Baku-Belém roadmap on how to mobilise $1.3 trillion a year of climate finance from all sources, in addition to an agreed $300 billion worth of public finance annually by 2035. COP30 President Corrêa do Lago expressed a willingness to work with COP29 President Mukhtar Babayev to launch this roadmap at this year’s summit. A draft roadmap is due to be published on 8 September of this year.
