Expert Review on Debt Nature and Climate Publishes Final Report

Established by the governments of Colombia, Kenya, France and Germany, the Expert Review on Debt, Nature and Climate examines how to make sovereign debt more fiscally and environmentally sustainable. Its Independent Expert Group is co-chaired by Vera Songwe, former UN Assistant Secretary General, and Moritz Kraemer, former Chief Ratings Officer at S&P Global.

The Review published its draft report in October 2024, with a final report published on 18 April 2025. It outlines a set of policy recommendations to help countries address escalating debt burdens, climate change and nature loss. The recommendations also offer practical proposals on unlocking finance for sustainable development. This is especially urgent in light of foreign aid cuts and recent increases in the US dollar and US interest rates.
