The EU Council has formally adopted the amended European Climate Law. This cements a legally binding 90% emissions reduction target for 2040, with up to 5% of that 2040 target met through high-quality international Article 6 carbon credits. For global carbon markets, this is a structural shift. Until recently, the EU explicitly excluded international carbon credits from its compliance architecture. The bloc has now embedded Article 6 credits into its core climate architecture. A pilot phase begins in 2031, with full integration from 2036 onward.
