After a delayed start and tense discussions, negotiators approved the agenda for the 10 day climate talks in Bonn. With support of the G77 and China, Bolivia proposed adding the implementation of the part of the Paris Agreement (Article 9.1) on the agenda. Article 9.1 states that developed countries “shall provide financial resources to assist developing country Parties.” Negotiators agreed that the chairs of the Bonn climate talks will hold “substantive consultations” and report back on their outcomes at COP30 in Belem. Speaking on behalf of the Like-Minded Group of Developing Countries (LMDC), Bolivia also wanted an agenda item on trade-restrictive unilateral measures like the CBAM. Negotiators from Bolivia and India expressed disappointment with the reluctance of developed countries to discuss their financial obligations and financial issues that impact developing countries.
