COP30 Presidency Launches Support Circles on Key Issues for the Conference

The COP30 Presidency has launched four leadership circles to oversee debates on climate finance, traditional and indigenous peoples and communities, climate governance and global mobilisation. Operating independently of each other and in parallel to COP30 negotiations, the four circles aim to accelerate the implementation of the Paris Agreement and to promote climate action beyond the COP conference in Belem. United Nations Secretary-General António Guterres and President Luiz Inácio Lula da Silva will lead “The Global Ethical Stocktaking”, which will involve dialogues across different regions with contributions presented at COP30. Brazil’s Finance Minister Fernando Haddad will oversee the Finance Ministers Circle for the Baku-Belém Road Map, which will prepare a roadmap on how to mobilise USD 1.3 trillion annually for developing countries. Minister Sonia Guajajara will lead the People’s Circle, which aims to increase the representation of indigenous and traditional peoples and communities and Afro-descendants at COP30. Led by COP21 President and former French Foreign Minister Laurent Fabius, “The Circle of Presidents”, will gather presidents of previous COPs since COP21 for the first time.
